About TIMS

Teacher Information Management System (TIMS) is a government project launched by the Department of Education, Government of Meghalaya. TIMS is a comprehensive, centrally web-based application envisaged to capture all information about various teachers working in the state of Meghalaya, either in government or government-aided schools, including SSA schools at primary, upper primary, secondary, and higher secondary schools, and various colleges across the state, by providing information management modules separately for school teachers and college teachers. Moreover, TIMS also has the capability to capture new records of teachers, including attendance records, teacher evaluation (TSAP), school information, a school action plan, and college information.

To increase operational efficiency and utility, accurate and up-to-date information on teachers must be maintained and verified in the TIMS on a regular basis by all stakeholders.

Key departmental operations, like budgeting and salaries, appointments, transfers and promotions, and retirements, have also been automated in TIMS in order to speed up processing times and increase accountability, utility, and authenticity.

Teacher Information Management System (TIMS) is a government project launched by the Department of Education, Government of Meghalaya. TIMS is a comprehensive, centrally web-based application envisaged to capture all information about various teachers working in the state of Meghalaya, either in government or government-aided schools, including SSA schools at primary, upper primary, secondary, and higher secondary schools, and various colleges across the state, by providing information management modules separately for school teachers and college teachers. Moreover, TIMS also has the capability to capture new records of teachers, including attendance records, teacher evaluation (TSAP), school information, a school action plan, and college information.
To increase operational efficiency and utility, accurate and up-to-date information on teachers must be maintained and verified in the TIMS on a regular basis by all stakeholders.
Key departmental operations, like budgeting and salaries, appointments, transfers and promotions, and retirements, have also been automated in TIMS in order to speed up processing times and increase accountability, utility, and authenticity.
A teacher's personal information, employment status, date of retirement, educational background, trainings, appointment details, employment history details, pay details, attendance details, and other details are collected from a service book and other supporting documents. After registration is complete, these data are then recorded and digitalized in TIMS.
Teacher and non teaching staffs from the following category of schools at primary, upper primary, secondary, and higher secondary levels are eligible to register in TIMS:-
a. Government Schools: All teachers and staffs who are fully funded by the government and receive all government benefits are eligible to register in TIMS.
b. Deficit Schools: All Teaching & Non-Teaching staff get a scale of pay at par with Govenerment Teachers, with no Pension facilities but with Death-cum-Retirement Gratuity are eligible to register in TIMS.
c. Deficit Pattern schools: All Teaching & Non-Teaching Staff get a scale of pay but with only Basic Pay & DA and no other allowances or facilities are eligible to register in TIMS.
d. Samagra Shiksha Abhiyan(SSA) schools: All LP teachers, UP Teachers and Secondary Teachers funded by the SSA schemes and RMSA schemes are eligible to register in TIMS.
e. 4th Teachers: All 4th Teachers state funded appointed in various SSA schools are eligible to register in TIMS.
f. Contractual Teachers: All Contractual Teachers appointed in various government for a temporary period get a scale of pay at par with Government Teachers are eligible to register in TIMS.
Any teacher or non-teaching staff who wanted to register in TIMS had to make sure his or her eligibility fell into one of the categories listed in the previous instruction before proceeding with TIMS registration.
To register in TIMS, an eligible teacher or non-teaching staff will have to report for data collection to the DSEO office at District . A set of IMPORTANT DOCUMENTS in original copies and duplicate copies, such as the Service Book (SB), Probationary Template Additional Template, Appointment Order, Joining Report, Mark Sheets and Pass Certificates, Schedule Tribe, EPIC/Adhaar Card/Pan Card, Pass Port Size, and Declaration Letter signed by the Principal, will have to be produced at the time of data collection.
***After the verification of documents and collection of data are completed by the concerned teams at the district office, all original documents will be handed over to the teacher immediately***
Every TIMS-registered teacher will receive a USER-ID and PASSWORD via SMS, alternatively teachers can collect the credentials at their own school if they do not receive the SMS. Please provide a valid mobile number in TIMS to receive an SMS.
The teacher can log in to the TIMS portal by entering the correct user ID and password. After the first login, teachers are recommended to change their password immediately.
In case of any access-related issue, the teacher (or user) can contact the dedicated helpline phone number and email ID displayed at the login page for any query, complaint, or assistance.
After the first login in TIMS, teachers (USERS) are recommended to change their password immediately. To change the password, click on the "Change Password" tab listed at the left hand side of the Teacher Profile page. Enter your preferred new password and click on the save button. A new password will be saved. A teacher will receive an SMS with the new password. Please provide a valid mobile number in TIMS to receive an SMS.
If a teacher forgets their user ID, they can contact the school. In the event of a lost password, the teacher may contact the dedicated helpline phone number displayed on the login page to have the State TIMS Unit for neccsary action.
Please keep your profile in TIMS up to date with updated or latest information regularly. Any details which are updated by you are mandatory to be verified by the school authority in TIMS. Please inform your school to complete the verification process if you have updated any information.

If you need to update information that is restricted to teachers, please contact the state TIMS helpline number with a formal request countersigned by the school along with proof of the need for an update.***

A Teacher must upload their documents in TIMS such as marksheets, certificates and and relevant essential documents, to upload documents, select the \93Document tab\94 at the left hand side of the Teacher Profile page. Please inform your school to complete the verification process if you have iploaded any documents.

In the event of a transfer to another school, a teacher shall have to submit immediately an authorization letter to the district TIMS unit from the present school, along with supporting documents such as the Transfer Order and Appointment Order. Then only the correction of teachers in the present school will be done within four days.

Yes, TIMS records and tracks monthly attendance data for teachers, including the number of working days, the number of days present, the number of days absent, leaves, etc. A teacher can check their respective attendance details in TIMS every month.
Attendance capturing is one of the salient features of TIMS platform. All school registered in TIMS are obliged to submit attendance of teachers and non-teaching staffs every month for digitizing in TIMS platform. School will need to ensure submission of attendance data of the previous month within the first week of the next month. Submission of attendance data can be done via the Prescribed Attendance Template or via Mobile Application capturing Attendance.

Self-assessment by teachers is fundamental to reflective practice that contributes to the professional growth of teachers. The Teacher Self Assessment Rubric (TSAR) is an assessment tool which serves as a guide for teachers to self-assess themselves and reflect on their daily teaching practices as well as on their role as a teacher. TSAR is based on six performance standards mentioned below. These Performance Standards reflect the expected roles and responsibilities of a teacher.
(1) Designing Learning Experiences
(2) Knowledge and Understanding of the Subject Matter
(3) Strategies for Facilitating Learning
(4) Interpersonal Relationship
(5) Professional Development
(6) School Development
Each performance standard includes performance indicators, which directly indicate the expected roles and responsibilities of teachers. A teacher\92s performance is assessed on a continuum ranging from \91Much effort is needed to reach the expected standard\92 to \91Beyond the expected standard\92. The subdivisions in this continuum are based on the actual performance of teachers as per different indicators specified under each performance standard.
Self-assessment by the teacher should be done once in an academic year, preferably at the end of the first quarter. To complete the assessment, a teacher must select the "Self-Evaluation" tab and provide their performance indicators in the Self Rating column . Each performance indicator is rated on a four-point scale ranging from 1 to 4 indicating the levels of performance.

To fill the 'Performance Indicators' by the teacher: a 'Self Rating' column with a dropdown list against each indicator must be filled out by the individual teacher. Depending on their performance level, a teacher can choose any of the following values for each indicator: 1, 2, 3, or 4.
To review the Perfroamnce Indicators of a Teacher: a 'Reviewer's Rating' column is given access to the Head Teacher/Principal to examine the evaluation of the individual teacher while reviewing the performance indicators. A school action plan is a comprehensive and strategic plan that outlines the steps and activities a school intends to undertake to address specific challenges particularly to improve learning outcomes of students. It outlines the goals and objectives of the school, identifies areas for improvement, and prepare specific strategies and actions that will be taken to reach these goals. A school action plan is created by teachers, PLC and with the support from all school stakeholders.
Yes, Schools are required to prepare a draft SIP and the final SIP has to be prepared after evaluation and recommendation by evaluators who will track the implementation of the Action Plans on a regular basis. A system is being created on TIMS platform wherein schools can upload details of the Action Plan, including the status of implementation, its progress, and supporting evidence. Schools will be informed and oriented when the system is made functional.
TIMS automates the submission of the annual budget for the school. An annual budget is a plan to project costs such as teacher salaries, office expense, wages, travelling allowance etc. throughout the course of the year.
All government schools, deficit schools, deficit pattern schools, and government-aided schools are eligible to submit an annual budget in TIMS for the salaries of teachers and non-teaching staff at the primary, upper primary, secondary, and higher secondary levels. Other components, such as office costs, wages, travel costs, etc., can also be submitted as budgets in TIMS if applicable.
There followings are the Annual Budget to submit in TIMS:-
a. Annual Budget for Salary
b. Annual Budget for Other Expense as applicable to specific schools
a. Submission of Annual Budget for Salary
To help prepare an annual salary budget, a list of teachers and a salary budget template can be downloaded in TIMS. Once the salary budget template has been filled out with the actual salaries required for each teacher for the whole year, it must be uploaded back into TIMS for further submission.
In the event that a teacher is not listed in the template, the school (or user) can contact the dedicated helpline phone number and email ID displayed at the login page for any query, complaint, or assistance.
b. Submission of Annual Budget for Other Expenses
To help prepare an annual expense budget, an expense budget template that includes wages, travel allowance, office expenditure, etc., can be downloaded in TIMS. Once the Expense Budget Template has been filled out with the details of the budget required for the whole year, it must be uploaded back into TIMS for further submission.

If the school has no capability to prepare and submit its own annual budget in TIMS, the TIMS Nodal Officer and Dealing Assistant in the DSEO and SDSEO offices shall be responsible for preparing the annual budget, either the salary budget or expense budget as per the provision and sanction allotted, and submitting the same in TIMS.
SMS will be sent to schools to remind them to start submitting the annual budget for the following year and complete the submission within a specific time frame.
The monthly submission of the fund required for the school is automated by TIMS. This fund requirement is the actual amount required by the school every month in terms of teachers' salaries, wages, office costs, etc., depending on the provision and sanction allotted.
After the authority approves the annual budget in TIMS, all government schools, deficit schools, deficit pattern schools, and government-aided schools can begin to submit their required fund by entering in TIMS the actual requirements for any particular month.
The following are the fund requirements to submit in TIMS
a. Monthly fund requirement for Salary
To submit the required fund for salary, the actual details of salaries drawn by each teacher and non-teaching staff must be entered in TIMS every month, depending on the provision and sanction allotted to each teacher.
b. Monthly fund requirement for Other Expense
To submit the required fund for other expense, the actual details of wages, office cost, travel expenses, Rent etc. must also be entered in TIMS every month, depending on the provision and sanction allotted to school.

If the school has no capability to prepare and submit its own monthly fund requirement in TIMS, the TIMS Nodal Officer and Dealing Assistant in the DSEO and SDSEO offices shall be responsible for preparing the actual required fund every month, either the salary budget or other expense budget as per the provision and sanction allotted, and submitting the same in TIMS.
Every month, SMS will be sent to schools to remind them to start submitting the required funds for the following month and complete the submission within a specific time frame. For example, the required fund for April can be submitted in March.
Yes, the required fund for every school is necessary and mandatory to verify at various levels by the Nodal Officer and Dealing Assistant stationed at the district office or at the Directorate before the sanction is issued by the Authority.
Yes, every month, the sanction order will be issued through TIMS once the fund is verified and approved by the authority. The Sanction Order can be downloaded through TIMS.
Yes, all schools that receive sanction orders through TIMS must enter the details of their previous month's utilisation in TIMS before submitting the required funds for the next month. Salary statements, UC statements, bills, etc. must be uploaded in TIMS in order to comply with Utilization Certification.
